FUEL Becomes An Integral Part Of e-Gov Standard In Maharashtra

With the idea of giving a push to its e-governance initiative, the Maharashtra Government is now planning to set up a Centre of Excellence for Marathi. The CoE will be set up in technical collaboration with the Centre for Development of Advanced Computing (C-DAC). Government of Maharashtra has decided to go with FUEL as one of the linguistic standard(s) for e-Governance. The announcement was made in a CoE Marathi workshop, that was organised by C-DAC GIST at Mantralaya, Mumbai.
FUEL became an integral part of e-Gov standard in Maharashtra. Localisation Guidelines created by C-DAC have the details of all the standard efforts necessary for localisation. It is important to note that C-DAC guidelines cite FUEL not only for Marathi but for all Indian languages.

Speaking to EFYTimes.com, Rajesh Ranjan, Language Maintainer for Hindi at Red Hat and coordinator of the FUEL Project, said, “FUEL stands for Frequently Used Entries for Localization. It is an open source community driven project that aims to solve the problem of inconsistency and lack of standardisation in software localization across the platform for all languages. This community project was initiated by Red Hat about four years ago. Over the years it got huge community support and since then it grown into a larger effort. Red Hat, CDAC Gist are among the several organisations who supported this effort in many ways.”
Explaining the advantage of FUEL, Ranjan said, “We need lots of linguistic resources including terminology list like glossary, style and convention guide and assessment methods. Unavailability of these resources create lot of inconsistency and standardization problems in native language software. For example, Just one file can be translated in Hindi several different ways. One word can be translated in Hindi in this many ways in one application or different application. So 'file' of Firefox menu can be different from 'file' of LibreOffice. This is big hurdle and with the distributed community the problem becomes even bigger. FUEL helps in such situations. FUEL prepares a list of entries taken from commonly used applications like email-client, browser, office-suit, desktop menus and chat program etc. It is named FUEL only because these were the entries people encounter frequently when using the applications. We began by creating FUEL module for Desktop applications and later we added two more modules FUEL-mobile and FUEL-web. We have organised evaluation workshops and associated language community for discussing those entries in an open workshop. We invited linguists, translators, native users etc in that workshop. We have organised twelve such workshop in different part of India so far.”
Apart from glossary, FUEL team has also created Translation Style and Convention Guides. Translation Style and Convention Guide are essential linguistic resources. The team has prepared Style Guide in five languages and they are working with other language communities as well. Ranjan said, “Defining assessment method is important and on the basis of assessment method, we are creating one matrix to assess translation. We will soon release its beta version.”
